人大代表呼吁：公开耗材出厂价、招标价、医院价！

医药网3月9日讯　全国人大代表、中国医科大学附属盛京医院院长郭启勇6日在接受记者采访时说，建议国家卫生部门公开医疗药品与耗材价格，由发改委价格司和工商总局建立专门的网站，公布出厂价格、流通环节加价与加价比例、医院最低采购价格与最高采购价格，医院销售价格。有利于医药企业的发展，促进公平竞争，促进药价合理化。 　　郭启勇说，在医疗改革取得巨大成效的今天，在建立起覆盖全国百姓的医疗医疗保障体系和延伸到边远乡村的基层医疗机构，但是随着改革的深化，药品和耗材供应体系成为形成看病价格的主要因素，以药腐医、以耗腐医的现象没有得到遏制，医疗改革真正进入改革的深水区。 　　随着《国务院办公厅关于完善公立医院药品集中采购工作的指导意见》的出台，实行“一个平台、上下联动、公开透明、分类采购，采取招生产企业、招采合一、量价挂钩、双信封制”的措施，进一步规范药品流通的秩序。 　　 “但是药品价格虚高，造成流通环节腐败滋生，得不到有效控制；百姓医药费用不断增高的形势下，医院的运行与社会责任的压力越来越大，如何破题成为医疗、医药改革的难点、要点。”郭启勇说。 　　郭启勇建议：由发改委价格司和工商总局建立专门的网站，公布出厂价格、流通环节加价与加价比例、医院最低采购价格与最低采购价格，医院销售价格，加价15%以后的价格，取消药品加成的省市县则直接公布采购价格。 　　郭启勇表示，所有数据由生产厂家和各省招标采购办输入，在网上自动形成排序，公示相同产品的最高价格、最低价格和平均价格，以及医院按照省级物价规定的加价比例加价后的价格。根据药品的性能分类，可以完成自动检索、分类功能，便于查询和公示，也可以委托第三方完成，由申报企业负责缴纳适当成本费用。 　　 “价格公开后，在流通环节超过市场正常利润率的时候，必将带来新的资本进入使利润率下降，趋于合理；同时没有了过度的利润，减少和杜绝腐败滋生的土壤，遏制“以药腐医、以耗腐医”的现象，还医院、医疗和医患关系一片净土。“ 　　郭启勇还说，随着市场化的推进，使优良企业、成本控制好的企业得到更大发作，同时推动药品与耗材生产流通企业整合重组、公平竞争，促进医药产业健康发展。 <span style="color: rgb(62, 62, 62);
