<p><br /></p><p><img data-type="gif" src="http://mmbiz.qpic.cn/mmbiz_gif/dx3KibwtDhvcuqc7vYia6cwHcKkodicsibXphlfBjAiayYKlkTOjqq66ibOkiabb82kBd4dMZ0aj9o7TfJ6CI9ibnWP39g/0?wx_fmt=gif" data-ratio="0.1703125" data-w="640" /></p><p>在广东，基层医疗机构服务能力不足这一问题较为突出，如何解决这一问题？昨日羊城晚报记者从广东省财政厅获悉，在今年1月广东省委常委会议审议并原则通过《关于加强基层医疗卫生服务能力建设的意见》之后，广东于近日印发《关于财政支持加强基层医疗卫生服务能力建设的实施方案》（以下简称《实施方案》），进一步明确为解决这一问题各级财政“大蛋糕”的分配方案。</p><p> </p><p> 据《实施方案》，2017-2019年，广东各级财政安排465亿元，其中省财政安排309亿元，围绕六个方面，重点支持各地加强基层医疗卫生服务能力建设。</p><p> </p><p><strong> 医卫机构升级达标建设：279</strong><strong>亿元</strong></p><p> </p><p> 支持中心卫生院升级为县级医院。各级财政安排81亿元，支持37个县（市）在现有中心卫生院的基础上增设县（市）第二（第三）人民医院共45所。</p><p> </p><p> 各级财政安排18亿元，支持粤东西北18个县（市、区）在现有县级<strong><span style="color: rgb(0, 153, 102);">中医</span></strong>院的基础上按二级综合医院的标准进行升级建设，达到250张的床位规模，配齐76种关键医疗设备，形成能与县人民医院水平相当、特色各异、良性竞争的县级综合医院。</p><p> </p><p> 支持县级公立医院（含综合医院、妇幼保健院、未改造升级为县第二人民医院的中医院）升级建设。各级财政安排139亿元。建设重点倾斜县级妇幼保健院和县级中医院，并统筹考虑补助其医疗设备购置、医疗急救体系建设、儿科产科重点学科建设等。</p><p> </p><p> 各级财政安排21亿元，支持乡镇卫生院、社区卫生服务中心业务用房改扩建及医疗设备改善。</p><p> </p><p> 各级财政安排20亿元，按每村20万元的标准，支持粤东西北地区1万个村卫生站标准化建设。</p><p> </p><p><strong> 促进医疗资源合理配置：0.75</strong><strong>亿元</strong></p><p> </p><p> 省财政从2017年起每年安排医联体建设奖补资金0.75亿元，按每市500万元的标准支持粤东西北地区15个地级市（含江门）各选取一个县（市、区），推进“县镇医联体”试点，支持“县镇医联体”中的县级<strong><span style="color: rgb(0, 153, 102);">医院</span></strong>派遣医务<strong><span style="color: rgb(0, 153, 102);">人才</span></strong>到镇村医疗机构轮转、培训县镇医务人员等。</p><p> </p><p> 另一方面，落实有关税费减免、财政贴息等优惠政策，逐步提升社会办医疗资源的比重；对于市场能够提供的非基本医疗服务，尤其高端医疗服务和老年护理等，鼓励通过政府和社会资本合作（PPP）、政府购买服务等方式吸引社会力量共同提供。</p><p> </p><p><strong> 基层医疗信息化建设：5.79</strong><strong>亿元</strong></p><p> </p><p> 省财政统筹安排全民<strong><span style="color: rgb(0, 153, 102);">健康</span></strong>信息综合管理平台、基层医疗卫生机构管理信息系统建设所需资金4.34亿元，支持全省各级行政管理部门、医疗机构信息数据的共通共享。</p><p> </p><p> 省财政安排1.45亿元，在建成粤东西北地区县级公立医院远程医疗平台的基础上，将远程医疗平台推进覆盖到有条件的镇村一级。</p><p> </p><p><strong> 提高基层卫生人才 </strong><strong>收入水平：逾34.5</strong><strong>亿元</strong></p><p> </p><p> 各级财政安排19.19亿元，2017年将山区和农村边远地区乡镇卫生院医务人员岗位津贴补助<strong><span style="color: rgb(0, 153, 102);">标准</span></strong>从每人每月500元提高到800元，2018年起提高到每人每月1000元。</p><p> </p><p> 省财政安排9.6亿元，将粤东西北地区村卫生站医生的补助标准从每村1万元提高到每村2万元。</p><p> </p><p> 今年起为粤东西北地区每个乡镇卫生院（社区卫生服务中心）设立2个全科医生特岗。省财政安排资金5.71亿元，对全科医生特设岗位每岗每年补助6万元，吸引具备相应技术能力的人到粤东西北地区乡镇卫生院（社区卫生服务中心）工作。</p><p> </p><p> 在保留乡镇卫生院（社区卫生服务中心）公益一类财政供给的情况下，允许其实行公益二类事业单位管理，绩效工资总量不予限制；加强乡镇卫生院（社区卫生服务中心）医务人员的绩效考核，加大奖励性绩效工资的发放比例；允许乡镇卫生院（社区卫生服务中心）通过多提供优质服务的方式实现收支盈余，可从上年度收支结余中提取不低于60%用于发放医务人员奖励（不计入绩效工资总量）。</p><p> </p><p><strong> 提高基层卫生人才素质：5.78</strong><strong>亿元</strong></p><p> </p><p> 一是加大全科医生培训力度。省财政安排4.04亿元，支持从2017年起将全科医生规范化培训规模从原来的每年招收750名学员扩大到每年招收1080名等。</p><p> </p><p> 二是扩大订单定向招生计划。省财政安排1.22亿元，支持从2017年起将订单定向本（专）科医学生招生规模从原来的每年400名扩大到每年1000名，并适当提高补助标准。</p><p> </p><p> 三是实施产科、儿科医生转岗培训项目。省财政安排0.52亿元，每年为粤东西北地区培训1000名产科医师及助产士，转岗培训360名儿科医生，解决产科、儿科医生短缺问题。</p><p> </p><p><strong> 提高医疗卫生补助水平：137.67</strong><strong>亿元</strong></p><p> </p><p> 省财政安排37.06亿元，从2017年起完全按照乡镇卫生院（社区卫生服务中心）的实际编制数以及每人每年1至1.2万元的标准核拨事业费。</p><p> </p><p> 各级财政安排100.61亿元，将基本公共卫生服务项目补助标准逐年递增5元，至2019年提高到人均60元。</p><p style="max-width: 100%;
