/></p><p><span>近日，据广东省卫健委消息，为进一步推进省级卫生健康机构政府采购进口产品目录清单管理，简化程序，提高进口产品政府采购效率，经有关单位自主申报，卫健委组织专家统一论证，形成了 2019年省级卫生健康机构进口产品目录清单。</span></p><p><br /></p><p><p><img </span></p><p><br /></p><p><span>据《财政部关于印发<政府采购进口产品管理办法>的通知》显示，国家部位对政府采购进口产品管理十分严格，具体来看：</span></p><p><span> </span></p><p><span>1.划定概念。进口产品是指采购单位使用财政性资金采购省级以上人民政府颁布的政府集中采购目录以内或者采购限额标准以上的进口产品。</span></p><p><span> </span></p><p><span>2.圈定范围。政府采购应当优先采购本国产品，采购人需要采购的产品在中国境内无法获取或者无法以合理的商业条件获取，以及法律法规另有规定确需采购进口产品的，应当在采购活动开始前获得省财政厅核准，依法开展进口产品采购活动。</span></p><p><span> </span></p><p><span>3.严格审核。采购单位应严格贯彻执行厉行节约有关要求，全面了解产品信息，科学合理地确定采购需求，不得申请国家法律法规明确规定禁止进口的产品。</span></p><p><span> </span></p><p><span>4.专家论证。对于采购单位因实际需要确需采购的，需要进行论证。原则要由5人以上熟悉拟采购进口产品的非采购单位专家进行论证，其中应包括1名法律专家（具备律师执业资格），技术专家应具备拟采购产品所涉相关专业中级或以上技术职称。</span></p></section></section></section><section /></p><p><span>7月22日，广东省卫健委印发的《广东省2018-2020年乙类大型医用设备配置规划和技术评估标准（试行）的通知》（下称“《通知》”）显示，到2020年底，全省规划配置乙类大型医用设备1615台，其中新增813台。</span></p><p><br /></p><p><br /></p><p><p><img src="image/20201014/443201307fcc1c3366110293f4d28976_4.png" /></p></p><p><br /></p><p><span>据了解，我国对大型医用设备实行严格的配置许可管理，其中甲类大型医用设备由国务院卫生行政部门管理，乙类大型医用设备由省级卫生行政部门管理，医疗机构不得未经批准自行配置。</span></p><p><br /></p><p><span>《通知》要求，严禁广东省公立医疗器械使用单位不享有独立产权而采用合作、融资租赁租入、举债或集资购买乙类大型医用设备等方式申请乙类大型医用设备配置许可。</span></p><p><span> /></p><p><span>省财政厅将加强对政府采购进口产品采购活动的日常监督。对政府采购活动中的违法违规行为，采购单位高标准确定采购需求的行为，以及专家有意出具不实论证意见的行为，按照有关规定追究责任。</span></p><p><br /></p><p><span>对于采购单位因实际需要确需采购的，需要进行论证。原则要由5人以上熟悉拟采购进口产品的非采购单位专家进行论证，其中应包括1名法律专家（具备律师执业资格），技术专家应具备拟采购产品所涉相关专业中级或以上技术职称。</span></p><p><br /></p><p><span>而在此之前，山西省政府采购网发布《山西省省级政府采购进口产品清单》(简称《进口产品清单》)，其中67种医用设备产品被纳入允许采购进口清单。</span></p><p><br data-autoskip="1"><p><span>不仅如此，从2018年初至今，仅一年多时间，中美贸易争端经历了发起、升级、谈判、再起、激化、休战、重启多个阶段，最新进展是，8月23日晚，财政部网站发布公告：</span></p><p><br /></p><p><span>针对美方再度升级加征关税行为，中方日前被迫公布了第三轮关税反制举措，坚决予以回击。国务院关税税则委员会决定，对原产于美国的5078个税目、约750亿美元进口商品加征关税。</span></p><p><br /></p><p><span>从财政部发布的公告来看，公告中提到的700亿美元商品清单时发现，涉及医疗器械的产品不仅有大型医用设备仪器，同时也包括耗材和试剂。</span><span><strong><span></span></strong></span></p><p><br /></p><p><br /></p><p><span>另一方面，美对华技术转移限制，将迫使国产医械厂商加大自主创新，加速医械科技成果转化；同时，也会进一步加大国家扶持国产高性能医疗器械的信念，出台更多激励医疗器械行业自主创新的政策；更值得注意的是，政府在集中采购医疗设备时，会更加加大对进口医疗设备的支持力度，进而加速国产医疗器械的进口替代。</span></p><section><br
