政协委员把脉国产医疗器械发展难题 合力破解"成长的烦恼"

color: rgb(67, 67, 67); font-family: 宋体; white-space: normal; background-color: rgb(255, 255, 255); margin-bottom: 15px;">经济日报北京3月13日讯 （记者 吴佳佳） 近年来，国产医疗器械创新水平有所提升，但原始创新能力依然不足，我国医疗器械市场仍以进口产品为主。究竟是什么在制约国产医疗器械“上位”？记者采访了部分全国政协委员和相关业界人士，为国产医疗器械创新发展“把脉”。</p><p style="line-height: 1.5em; color: rgb(67, 67, 67); font-family: 宋体; white-space: normal; background-color: rgb(255, 255, 255); margin-bottom: 15px;">全国政协委员、中华医学会心血管病学分会主任委员霍勇介绍，“我国医疗器械尚未掌握整体上原创的产品。比如，虽然自2013年起国产支架就已占据3/4的市场份额，但原创性产品并不在我们手中，只是进行了一些局部或细节性的改进。”霍勇委员说。医疗器械生产，企业可能会有好的创意，但他们对器械的临床需求和应用中的不足，不如医生了解得清楚。提高国产医疗器械创新水平需众人划桨，不能让医生成为看客。</p><p style="line-height: 1.5em; color: rgb(67, 67, 67); font-family: 宋体; white-space: normal; background-color: rgb(255, 255, 255); margin-bottom: 15px;">霍勇委员说，应该出台扶持政策、投入科研资金，鼓励临床医生参与医疗器械研发。“目前，江苏省人民医院已经进行了有益探索，该院规定医生的创新成果归自己所有，所产生的效益80%归医生个人。”</p><p style="line-height: 1.5em; color: rgb(67, 67, 67); font-family: 宋体; white-space: normal; background-color: rgb(255, 255, 255); margin-bottom: 15px;">“我国医疗器械市场仍以进口产品为主，即使是质量上等、价格合理的国产医疗器械，进入医院的比例仍较低。以北京大学口腔医院的种植牙为例，基本以进口为主。”全国政协委员、北京大学口腔医院原院长俞光岩表示，这里有多重原因，比如有的厂家或销售部门售后服务较差，患者和家属更多要求使用进口医疗器械等等。俞光岩委员建议，我国应该出台政策，促进国产医疗器械产业发展，如设立国产医疗器械研发的科研基金，大力支持相关企业的产品研发,加强企业与医学研究人员的科研合作等。同时，也应通过医保政策调节和媒体宣传等方式，强化医务人员、患者和家属使用国产医疗器械的意识。</p><p style="line-height: 1.5em; color: rgb(67, 67, 67); font-family: 宋体; white-space: normal; background-color: rgb(255, 255, 255); margin-bottom: 15px;">同时，虽然国产设备的质量较过去有了大幅提升，但是目前还缺乏整体性的质量评价报告。国家卫生计生委医政医管局医疗资源处处长焦亚辉提出，目前医疗器械领域还缺乏科学、客观、公正的质量评价报告，这对卫生行政部门的决策至关重要。</p><p style="line-height: 1.5em; color: rgb(67, 67, 67); font-family: 宋体; white-space: normal; background-color: rgb(255, 255, 255); margin-bottom: 15px;">全国政协常委、国家食品药品监督管理总局副局长焦红提出，国家食药监总局正在大力推进企业质量体系建设。“医疗器械售后服务、质量持续跟踪等，都是企业质量体系涵盖的内容。”提高医疗器械质量，需要企业、使用者和监管方互相促进，共同完成。</p><p style="line-height: 1.5em;
