医械圈人大代表：IVD减税、扶持国产高端医械

                    <p>医药网3月7日讯　每年全国两会，作为中国医疗器械企业界的头号参会者，全国人大代表、山东新华医疗器械股份有限公司的董事长赵毅新，都会针对业内问题提出诸多建议。2017年两会，赵毅新又提出了哪些主张？</p><p>&nbsp;</p><p>　　3月4日，<strong><span style="color: rgb(0, 153, 102);">医药</span></strong>界全国人大代表、政协委员座谈会在北京召开。据悉，赵毅新在会上阐述了<strong><span style="color: rgb(0, 153, 102);">医疗器械</span></strong>行业发展中遇到的新问题，呼吁各级政府、相关部门制定出好的政策，推动医疗器械产业发展。</p><p>&nbsp;</p><p>　　赵毅新还在会上就《关于制订合理收费标准，降低<strong><span style="color: rgb(0, 153, 102);">企业</span></strong>增值税税率，扶持体外诊断行业发展的建议》、《关于国产高端医疗器械企业走出销售困境，搭建知识产权建设与保护协作组织平台的建议》、《关于加快制定创新医疗器械产品进入临床使用新政策的建议》等热点问题提交了议案。</p><p>&nbsp;</p><p><strong>　　其部分主张如下：</strong></p><p>&nbsp;</p><p><strong>　　一、给IVD</strong><strong>企业减税</strong></p><p>&nbsp;</p><p>　　赵毅新建议，现阶段企业增值税税率高，企业经营负担重，面对机遇与挑战，更需要政府的鼓励和扶持。</p><p>&nbsp;</p><p>　　以其所在的体外诊断试剂行业来说，目前行业毛利率相对较高，增值税税赋重，同时实体经济经营负担重，行业原材料成本上升，产品价格不断走低，贷款融资难，企业遇到了新的困难，加之美国市场预期减税及带来的全球影响，这些变化降低行业企业竞争力，一些企业难以生存。</p><p>&nbsp;</p><p><strong>　　二、加快制定创新医疗器械产品进入临床使用新政策</strong></p><p>&nbsp;</p><p>　　赵毅新：在大众<strong><span style="color: rgb(0, 153, 102);">创业</span></strong>、万众创新的国家大政策下，医疗器械行业的创新政策也在不断出现，特别是国家食品<strong><span style="color: rgb(0, 153, 102);">药品</span></strong>监督管理总局制定了创新产品加快审批的政策，促进了企业研发创新，但是相关政策目前只停留在上游，创新医疗器械产品却很难进入市场，不能在临床使用。这对于积极开展技术创新和创业的新型医疗器械企业是一个很大的打击。</p><p>&nbsp;</p><p>　　她呼吁，加快制定创新医疗器械产品进入临床使用新政策，让创新医疗器械产品尽快用于临床，降低疾病诊疗成本，减轻患者诊疗负担和国家医保支付压力。</p><p>&nbsp;</p><p>　　</p><p><span style="color: rgb(62, 62, 62);
