<p><img data-type="gif" src="http://mmbiz.qpic.cn/mmbiz_gif/dx3KibwtDhvc6YBndBzrYvfAVPCGNAlsqB9f7SjRnXkibcO3P2CSjz7TnOO8RAArOGOjobic1D5DCTCzzAoxv9jfw/0?wx_fmt=gif" data-ratio="0.1703125" data-w="640" /></p><p>安徽省药械购销反腐风暴来了！这一次出手的不仅仅是医疗机构的主管“婆婆”卫计委，更重要的是还有检察院这一专职办案机关。</p><p> </p><p> 4月28日，安徽省卫计委、省检察院联合召开全省卫生计生系统“严肃行业纪律·预防职务犯罪”专项活动电视电话会议。</p><p> </p><p> 会议规格很高，省卫计委主任、省检察院副检察长、驻省卫生计生委纪检组组长等均到会讲话。除了主会场外，也还有各市、县分会场会议。参加者包括各级卫计委、检察院的主要负责人，还有各级医疗机构和重点科室的负责人，共5000多人。</p><p> </p><p> 这是要在全省范围内掀开<strong><span style="color: rgb(0, 153, 102);">医药</span></strong>卫生领域反腐大幕的意思了。</p><p> </p><p> 安徽省检察院副检察长在讲话中指出，此次预防职务犯罪专项活动意义重大。他要求，全省检察系统要正确把握反腐败着斗争的新形势，与卫计部门依法依规、紧密配合、精诚协作，确保专项活动深入开展、取得实效，并成为部门之间共同预防腐败的典范。</p><p> </p><p> 安徽省卫计委主任于德志则明确表示，开展专项活动的原因是，当前安徽省卫计系统党风廉政建设和反腐败形势严峻复杂，医药购销领域腐败问题易发多发，医药销售代表“围猎”医务人员问题突出，医疗服务中的不正之风也还没有得到根本解决。</p><p> </p><p> 注意，此次专项活动重点指向医药购销腐败问题，指向医药代表“围猎”医务人员问题，除了医生群体以外，医药代表群体也或将成为重点整治对象。</p><p> </p><p> 依据安徽省卫计委和省检察院联合印发的《全省卫生计生系统预防职务犯罪专项活动工作方案》，此次专项活动将从今年4月下旬开始，一直持续到今年11月上旬，历时7个月左右。</p><p> </p><p> 期间，各级卫计部门和医疗机构需要自查自纠、限期整改，检察机关也将通过明察暗访等手段开展督导检查。自查自纠中，隐情不报、不珍惜整改机会的卫计系统工作人员，一经查实，一律从严从重处理。对涉案金额较大、涉嫌职务犯罪的，及时移交当地检察机关处理。</p><p> </p><p> 另外，此次专项活动的重点检查内容，不少都直接指向与医药企业和医药代表相关的方面，包括：</p><p> </p><p> 1、是否存在医疗机构工作人员违规接受医药企业以学术研讨、交流学习、外出考察等名义开展的变相旅游问题。</p><p> </p><p> 2、全省疾病预防控制系统、各级公立医疗卫生机构要重点检查药品（二类疫苗）、耗材（含低值和高值）、检验试剂和大型医用设备等采购、使用和管理情况，凡要求集中采购的，是否全部实行集中采购，采购的具体品种、厂家等是否按程序进行；特殊非网上采购的，是否严格执行有关规定；医用设备和耗材采购是否严格执行集中采购有关规定，是否存在关键参数带有明显排他性或泄露标底情况，是否存在有关负责人或经办人员收受商家贿赂情况。</p><p> </p><p> 3、货款支付是否按照合同要求进行。存货是否开展定期盘存。</p><p> </p><p> 4、医疗卫生单位及其科室是否存在违规接受医药企业钓鱼式赞助、捆绑式设备投放，被医药企业借机捆绑销售试剂耗材情况。</p><p> </p><p> 5、是否存在领导干部违规干预、插手医疗卫生单位药品器械耗材招标采购情况。</p><p> </p><p> 6、违反“九不准”方面。</p><p> </p><p> 各级医疗机构要深入查找是否存在将医疗卫生人员个人收入与药品和医学检查收入挂钩，医疗卫生人员是否存在开单提成、违规收费、违规接受社会捐赠资助、违规发布广告、违规私自采购使用医药产品、收受“回扣”“红包”、违规“统方”，参与医药产品、食品、<strong><span style="color: rgb(0, 153, 102);">保健品</span></strong>、疫苗、冷链产品等推销活动，为他人进行非医学需要的胎儿性别鉴定或选择性别人工终止妊娠等违规违纪违法行为，是否存在接受药品、<strong><span style="color: rgb(0, 153, 102);">医疗器械</span></strong>、卫生材料等生产经营<strong><span style="color: rgb(0, 153, 102);">企业</span></strong>或经销人员以各种名义、各种形式给予的回扣，或参加其安排、组织或支付费用的营业性娱乐场所的娱乐活动问题；</p><p> </p><p> 医疗机构是否存在乱收费、分解项目收费、重复收费问题；</p><p> </p><p> 医务人员在临床活动中是否存在索要和收受病人及家属“红包”、开大处方（特别是抗生素、激素、辅助<strong><span style="color: rgb(0, 153, 102);">药品</span></strong>的过度使用）、滥检查、重复检查以及服务态度差等问题。</p><p><br /></p><p style="max-width: 100%;
