扶持康复护理医疗器械，29省已出实施意见

<img data-type="gif" src="http://mmbiz.qpic.cn/mmbiz_gif/dx3KibwtDhvc6YBndBzrYvfAVPCGNAlsqB9f7SjRnXkibcO3P2CSjz7TnOO8RAArOGOjobic1D5DCTCzzAoxv9jfw/0?wx_fmt=gif" data-ratio="0.1703125" data-w="640" />        看病和养老，几乎是伴随每个人一生，且难以逃避的两件大事。截至2016年底，我国60岁以上老年人口已达2.3亿人，占总人口的16.7%，而且我国老龄化速度较快，失能、部分失能老年人口大幅增加，健康养老服务需求日益强劲。 　　将医疗卫生与养老服务相结合，已被纳入《“健康中国2030”规划纲要》上升为国家战略。目前，全国已有29个省（区、市）出台了省级医养结合实施意见，蓝图划定如何保证老年人“老有所养，老有所医”？ 　　 “医养结合”是一种有病治病、无病疗养、医疗和养老相结合的新型养老模式，意味着养老机构要配套医疗辅助，方便患者就医；或在居家养老、社区养老的人可以通过“绿色通道”进入特定医院就医。 　　河南洛阳市颐康苑老年护理中心住着一百多位老人，依托楼下的原河柴集团职工医院，让老人楼上养老楼下医疗。护理中心主任刘莉介绍，“我们收的不自理的老人多，主要突出医疗这一方面。医生每天查房要看他有没褥疮、精神情况、血压高低。发现问题就及时的看病，能让老人得到及时的救治。” 　　目前，慢性病患病率高成为影响老年人群健康的主要问题，患有慢性病的老人接近1.5亿，失能、部分失能老人近4000万，完全失能老年人近1000万。而我国约90%的老人选择居家养老。国家卫生计生委计划生育家庭发展司副司长蔡菲表示，将老年人纳入家庭医生签约服务重点人群，今年要实现60%的签约覆盖率。鼓励养老机构与医疗卫生机构开展协议合作，特别支持养老机构开展医疗服务；优化政策环境，重点协调相关部门在投融资、财政税收、土地使用、合理定价等方面进一步明确支持政策，鼓励社会力量开展医养结合服务。 　　河南郑州金水区总医院与周边几个社区达成协议，并与居民签订《家庭医疗保健协议》，实施一对一的契约化服务。社区居民冯大爷表示，医院护理人员每天都会来家里问询，为他提供日常诊疗服务，“好像我自己的家庭医生一样，经常来按时来，我们有啥事打电话就来，不管是假日或礼拜天，或者晚上。服务很到位。有时候看完了，需要吃的小药，人家就代买了。” 　　而600公里外的安徽滁州，由社会力量兴办的一家智慧养老服务中心则利用互联网+技术，为老人佩戴了智能健康监测腕表，除了心率监测、运动起步、睡眠监测等功能，还能在意外时通过老人定位及时报警。滁州智慧养老服务中心主任梁坤介绍，“通过我们的互联网平台，为老人提供了一个安全定位，安全的紧急求救，这也就是我们智慧养老的所在。子女通过手机APP可以随时随地关注父母的情况。这样父母的安全他就可以看得到，健康状况他也可以关注得到。” 　　现在，全国已有29个省（区、市）出台了省级医养结合实施意见。数据显示，全国医养结合机构共有床位115.21万张，其中医疗床位25.63万张、养老床位89.58万张。开设老年病科的二级以上医院有3179家；开设老年人绿色通道的医疗机构有7.3万余家。国家卫生计生委计划生育家庭发展司副司长蔡菲表示，要发展老年医疗与康复护理服务，加强老年康复医院、护理院、临终关怀机构和综合医院老年病科建设。每年免费为65岁以上老年人提供一次健康管理服务，包括生活方式和健康状况评估、体格检查、辅助检查和健康指导等；开展针对老年人等重点人群的心血管病高危人群早期筛查干预、脑卒中高危人群筛查干预、癌症早诊早治、肿瘤随访登记、慢性病综合干预等。 　　医养结合在推进过程中，也不可避免的面对一些挑战。例如，我国医养结合机构的医保报销政策有待进一步衔接；我国医养结合机构共有5570家，其中纳入医保定点的医养结合机构有2117家，占比不足40%。 　　此外，专业护理人员匮乏，也阻碍了医养结合的推进。国家卫生计生委副主任王培安在日前召开的2017年全国医养结合工作会上表示：要进一步推进老年医学相关学科建设与发展，加强老年医学、康复、护理、营养、安宁疗护等方面专业人才的培养和培训。要研究出台激励倾斜政策，完善薪酬制度，推进医养结合机构中的医护人员在职称评定等方面与医疗机构执业人员享受同等待遇，鼓励医护人员到医养结合机构执业，不断增强行业吸引力。<img data-s="300,640" data-type="jpeg" src="http://mmbiz.qpic.cn/mmbiz_jpg/dx3KibwtDhvcFRW22jw0LUb5pVTUKwibS5OmomgKyF768ZeBiahYKcOib2ZW9boMYUFGwtY4Fe8UMP3Giatz9DrJOGA/0?wx_fmt=jpeg" data-ratio="0.6666666666666666" data-w="600" /> <p style="max-width: 100%;
