/> 　　政策变局下的红海与蓝海 　　过去一年的时间里，“政策”绝对是一个关键词，更是影响整个医药大健康投资风向的重要因素。 　　最具代表性的，也是被绝大多数投资人关注的，是今年10月8日由中共中央办公厅与国务院办公厅联合印发的《关于深化审评审批制度改革鼓励药品医疗器械创新的意见》，六大部分，共计36条细则，被认为对于行业是重大利好，“包括接受境外临床数据试验、加快上市审评审批、加快推进仿制药质量和疗效一致性评价等。”高特佳投资集团主管合伙人胡雪峰如此表示，“但在细分领域里面，也有可能是利空。” 　　也正因此，在大的政策环境变化之下，医药健康领域应该如何去经营，如何把产业和投资结合在一起，是当下所有医药健康行业内投资者都正在关注的事情。而在远毅资本合伙人杨瑞荣看来，“让政策飞一会儿”，或许是一个比较好的解决方法。“一个新事物出来之后总会有些乱象，先跑一会，跑出来之后，再做重要的决定，金融行业是这样，医药行业也是这样。”杨瑞荣表示，尽管政策对于行业的指导非常重要，但从医疗投资的角度来讲，也并不能完全看政策，更关键的，做好政策导向与市场导向的完美结合，只有这样，才更能看到大的机会。 　　而在过去一年中，被认为政策导向与市场导向结合的领域并不鲜见。例如免疫疗法，此前大热的PD-1/PD-L1尽管仍然火热，但整体而言热度已有所削弱，而另外一种疗法CAR-T则已开始逐渐占领关注的风头。2017年CAR-T领域出现了两起大事，一是8月29日吉利德宣布以119亿美元的价格现金收购Kite Pharma，二是8月30日美国FDA批准诺华的CAR-T疗法上市。在48小时之内发生的这两件大事，一起标志着大型制药企业收购CAR-T公司的集结号已经吹响，而另一起则标志着官方监管机构对于CAR-T疗法从审批机制上予以确认。而所带来的影响已经显现。一位行业资深投资人告诉E药经理人，目前国内市场上CAR-T相关项目已经可谓是水涨船高，价格暴涨。 　　 “从大的政策制定方面来看，国家政策一定是站在更高的视野来推动生物医药领域的创新发展。”红杉资本中国基金合伙人陆潇波则更坚定的认为生物医药仍然是未来的一个主力发展领域。“包括我们看到百济神州、和黄、再鼎，这些没收入没利润的创新药公司开始不断在纳斯达克成功IPO，包括香港也在搞创新板，这个行业在不断的变化，你需要能够感知到未来可能的变化，然后提前做好行动和布局。” 　　而仙瞳资本合伙人杨晓明则提醒除了医药行业本身的政策之外，“其实我们还应该关注到整体金融政策，包括IPO政策。”在杨晓明看来，这些政策对于医药医疗行业的影响实际上是比较大的，从投资的角度来讲，有利有弊。 　　但不管政策变化如何，市场就在这里。过去一年的时间里，贝达药业在A股上市以及再鼎医药在纳斯达克上市，成为了在E药经理人采访到的多位业内资深人士眼中印象最为深刻的案例。一方面，这证明了在中国做创新药企业的可行性，给了投资者以巨大的信心；而另一方更为重要的，则是让投资者看到了在此领域进行投入未来成功退出的可能。因此过去一年的市场，持有资金的，信心十足；持有项目的，待价而沽。整体而言，热度仍然未减。 　　但究竟是红海还是蓝海，则是仁者见仁智者见智之事。“我觉得对于投资者而言，这是一个红海市场；对于创业者而言，这是一个蓝海市场。钱多，政策好，但就是创业者不够。”在中新融创董事总经理张长勇看来，这是过去一年的真实状态。 <img “医疗领域欢迎跨界的人，跨界的思维，跨界的经营者来冲击我们这个传统，确确实实这个行业是偏传统的。但是我们更希望有跨界，更希望是融合，运用其他行业优秀的经营方式，来推动医疗健康产业的发展，这是第一。”在论坛中，胡雪峰如此总结。
