/></section><section><span><span>今日（9月14日），中央纪委国家监委网站官微发布《被列入行贿人黑名单后…》文章，</span><span>内容指出在医疗领域，国家医保局也正在研究建立医药价格和招采失信事项目录清单，其中，在本省范围内对各级各类医疗机构、集中采购机构及其工作人员实施过医药商业贿赂行为</span><span>，单一案件中行贿数额在100万元以上的医药企业，失信等级将被评定为“特别严重”。</span></span></section><section><br /></section><section><span>行贿行为不仅破坏市场公平竞争、污染行业风气，而且严重腐蚀干部队伍。国家明确提出，坚持受贿行贿一起查。<span>建立行贿人黑名单制度，将有利于打击行贿、铲除腐败滋生土壤。</span></span></section><section><br /></section><section><span>今年4月底，湖南省公共资源交易管理委员会和省纪委监委组织开展的工程建设项目招投标突出问题专项整治正式启动。公开发布工程建设领域失信主体黑名单，正是此次专项整治的重要环节之一。</span></section><section><br /></section><section><span><span>梳理发现，登上黑名单的失信主体包括企业和个人，最为常见的失信行为是相互串通投标报价，</span><span>除此之外，以行贿方式获取工程项目，出借或者挂靠资质，中标后将工程项目进行转包、违法分包的也不在少数。</span><br /></section><section><span><span>按照“来源可靠、条件清晰、程序严谨、操作严密”的要求实施信用评级，根据失信行为的性质、情节、时效，以及影响范围等因素，</span><span>将医药企业在本地招标采购市场的失信情况评定为一般、中等、严重、特别严重四个等级，每季度动态更新。</span></span></section><section><br /></section><section><span>对于涉及违法违规的失信行为，信用评级所依据的事实，以法院判决或执法部门行政处罚决定为准。鼓励地方探索量化评分的信用评级方法，提升信用评级的标准化规范化水平。</span></section><section><br /></section><section><span>集中采购机构根据医药企业信用评级，分别采取书面提醒告诫、依托集中采购平台向采购方提示风险信息、<span>暂停相关药品或医用耗材的投标挂网、暂停供应配送中标药品或医用耗材资格。</span></span></section><section><br
