/></p><section><span>近日，一则新闻引起了巨大争议，起因是9月25日，北京地铁13号线一名45岁的男性乘客在去往东直门站的扶梯处突然晕倒，尽管现场有两位好心人对其实施了心肺复苏，但在约半小时后急救人员到场并将其送往医院抢救后，仍然没有挽留住这位乘客的生命。</span></section><section><br /></section><section><p><img /></section><section><span>事情被媒体报道出来后，除了感叹世事无常外，很多业内人士对北京地铁没有配备AED的现状提出看法，网名“急诊夜鹰”的急诊医生发布长文：恳请北京地铁允许AED进入。</span></section><section><br /></section><section><span>文章中写道：</span></section><section><br /></section><section data-tools="新媒体排版" data-id="13922" data-style-type="正文"><section><section><section><section><section><section><span>2016年天涯论坛副主编金波先生倒在呼家楼地铁站，最终因猝死，抢救无效死亡。此事后，有多家企业和个人愿意捐赠AED给北京地铁方，北京地铁拒绝了。2019年中国红十字会愿意提供AED并负责部分管理，也被拒绝了。</span></section><section><br /></section><section><span>北京地铁认为，“猝死在世界范围内都没有有效的急救措施，为了防止二次伤害，我们不能采取更多行动，毕竟我们不是医疗单位。公共场所的急救义务仅限于普通的摔伤、身体不适，作为非专业人员不能擅自处理。”</span></section><section><br /></section><section><span>然而，心脏骤停急救，不是没有有效的急救措施！北京作为首都，全国百姓瞩目的地方，堂堂北京地铁难道容不下一个小小的AED吗？</span></section><section><br /></section><section data-support="96编辑器" External Defibrillator，AED）</span></strong><span>又称自动体外电击器、自动电击器、自动除颤器、心脏除颤器及傻瓜电击器等，是一种便携式的医疗设备，它可以诊断特定的心律失常，并且给予电击除颤，是可被非专业人员使用的用于抢救心源性猝死患者的医疗设备。与医院中专业除颤器不同的是，自动体外心脏除颤器只需要短期的教学即可会使用。</span></section><section><br </span></section><section><span>机器本身会自动判读心电图然后决定是否需要电击。全自动的机型甚至只要求施救者替病患贴上电击贴片后，它即可自己判断并产生电击。半自动机型则会提醒施救者去按下电击钮。在大部份的场合施救者即使误按了电击钮，机器也不会作出电击，有些机型更可使用在儿童身上（低于25公斤或小于8岁），但一般必须选择儿童专用的电极贴片。</span></section><section><br OnSite智能救心宝产品重量、体积最小，进入中国最早（2014年），全球知名度最高，占有率最高，电极片设计简便，经验丰富，专业论文及专利非常多。该AED没有可视屏幕，而是通过语音提示指导操作。</span></section><section><span><br /></span></section><section><span>飞利浦HeartStar FRX整机重量小于等于1.5kg，尺寸小于6 x 18 x 22cm，智能除颤电极提前预置在AED中，开机后无需再连接电极到机器上。同时配有成人、儿童/婴儿通用电极。</span></section><section><span><br /></span></section><section><strong><span>菲康＆美敦力：历史悠久的AED品牌<br Plus全自动体外除颤仪采用傻瓜式设计，紧急情况下只需取出电极片贴到病人指定身体部位（粘贴部位在电极片及机器上有简单形象的图片标识，简单方便）即可自动识别分析病人生命体征，如仪器分析判定需要除颤会自动启动除颤，并伴有语音提示，为非专业医护人员提供放心快捷有效的急救工具。</span></section><section><br /></section><section><span>旗下的2150K系列AED产品标语为“只需三步，即可挽救一条生命”。第一步打开盖子，立刻有语音提示，指导救援人员如何施救。第二部只需将撕开衬垫后的电极片粘贴到患者身上（不需要区分左右电极）。第三步按下电击按钮进行电击即可。而该公司最新的3100与2150K系列相比，前者体积减小40%，重量减轻15%，电极带有彩色图解，可以高效指导救援人员将电极粘贴至正确位置。</span></section><section><br /></section><section><span>在迈瑞成功研制出AED之前，世界上制造AED的公司主要有美国的菲康、ZOLL和荷兰的飞利浦。<strong>迈瑞产品投放市场前，中国市场上的AED几乎全部由这三家公司所垄断。当时，每台AED价格在4万元以上。为填补AED技术的国内空白，国家科技部将AED项目列为国家科技支撑计划，项目落户迈瑞公司。</strong></span></section><section><br /></section><section><strong><span>鱼跃：境外并购AED企业，弯道超车</span></strong></section><section><br /></section><section><span>2017年3月，鱼跃医疗以1170万欧元收购了德国Metrax医疗公司全部股份，获得了旗下德国普美康（Primedic）AED产品线。德国普美康AED产品走的是中低端路线，其全球市场份额的四分之一在中国。</span></section><section><br /></section><section><p><img /></section><section><span>多年来，AED一直依赖进口，飞利浦、日本光电、卓尔等AED设备领先企业占据了中国近80%市场。受迫于进口产品的高价格高，导致我国在AED的花费上成本高昂、普及上举步维艰。要加快AED的普及范围，打破进口产品高价格的垄断势在必行。以迈瑞为首的一批国内械企的崛起，给这个市场带来了新的规则，<strong>迈瑞的加入，使得每台AED的价格从4万元下降到了2万元，极大地改变了AED的市场格局。</strong></span></section><section><br /></section><section><span>中国每年约有55万心源性猝死病人，相当于每天约1500人因心脏骤停而离世，居全球各国之首，其中90%发生在院外。美国、日本、瑞士、德国等国，公共场所AED配置率高，连大巴车、飞机等公共交通工具都有设置，AED有定位和报警系统。</span></section><section><br /></section><section><span>在美国，政府每年提供3000万美元专项资金用于实施公共除颤计划，急救车5分钟内无法到达的公共场所全部依法设置AED，目前社会保有量超过100万台，平均每10万人317台；</span><span>在日本，</span><span>每10万人配备AED的数字为235台；</span><span>在中国，</span><span>每10万人仅有几台。</span></section><section><br /></section><section><span>国内公众医疗设备AED配置率非常低，目前公共场所仅有部分机场、车站、市民中心有配置，且配置的AED后期缺乏有效管理导致被闲置，很多AED成了“摆设”。由于心源性猝死多在医院外发生，<strong>目前我国的抢救成功率不足1%。</strong></span></section><section><br /></section><section><span>事实上，《医疗事故处理条例》第三十三条规定：在紧急情况下为抢救垂危患者生命而采取紧急医学措施造成不良后果的，不属于医疗事故。公共场所对AED这类救命设备的配置，完全可以更加大胆一些。</span></section><section><span><br /></span></section><p><p><img
